No contract can be made!
It's not difficult to construct hands where whoever leads is guaranteed at least seven tricks for that side, regardless of which suit, if any, is trumps. But here one side, East-West, has as many as thirty high card points. The composer claims that the point count difference between the two sides—20—is the maximum achievable for such a situation
